Build 1633 - build error message - placeholders instead of values

Hi

We've had both our daily builds (by timed trigger) fail for the last few days (which is a separate issue), but the builds are showing this unprocessed error message:

Trigger "{0}" on Configuration "{1}" failed to start build because the non-triggering Repository "{2}" was re-checked but is still in an error state.
