The Save Variables to Ini file action always seems to move the relevant section to the end of the file. Which is kind of annoying. Could it not just replace it where it is?

Unfortunately, I think you'll have to take this one up with the Windows API developers. AFAIK, the INI file actions use standard Win32 API calls to modify INI files.
